SUMMARY:Boosting Citizen Participation in the EU Energy Transition
DESCRIPTION:The EU is making significant progress in its energy transition. Yet many citizens still struggle with their energy bills. How can households better benefit from renewables roll out and energy savings? \nAbout the event\nOver the past 18 months\, the Green European Foundation and Heinrich-Böll-Stiftung EU | Global Dialogue have worked with experts in energy and social policy to identify key areas where the EU could act to ensure that citizens and households are able to fully experience the benefits of the energy transition\, in their homes\, communities and pockets.   \nA Knowledge Community of experts from EU institutions\, local government\, industry\, consumer organisations\, trade unions and think tanks have examined several existing and new tools in EU legislation to facilitate citizens’ engagement in the energy transition. From pandemic and supply chain disruptions to war\, cost-of-living\, and climate breakdown\, today’s compounding crises feed insecurity\, instability\, and distrust\, with significant repercussions for EU integration and democracy. This is felt particularly acutely on Europe’s Eastern flank. \nBy discussing and connecting (in)security in all its facets – including social\, ecological\, and geopolitical – this event aims to confront the crisis cascades with equally multiplying solutions. DESCRIPTION:About the event:\nWith a mix of panels\, workshops\, performances\, and more\, Ecopolis fosters cross-border and multi-lingual dialogues on the ecological challenges of our time. The 2024 edition is entitled “Hope Needs Action” and seeks to turn climate concerns into commitment. Featuring a wide range of authors\, scientists\, academics\, practitioners\, activists\, artists\, and policymakers\, this event will answer to the simultaneous need for deep reflection and collective action to ensure a truly just transition in Europe and the world. \nTo this end\, Ecopolis aims specifically to bring together different movements and thereby contribute to a flourishing and diverse European public space – fostering connections between the ecological movement\, fights for social justice\, decolonisation and anti-racism initiatives\, feminist activism\, and more. SUMMARY:Tbilisi Security Conference
DESCRIPTION:About the event:\nDespite the ideals and efforts of several generations to bring lasting peace to Europe and the world\, armed conflict and escalation remain a daily presence in the lives of many young Europeans – whether in their direct lived experience\, their fears for the future\, or their contacts and solidarity with peers elsewhere. This includes not just Russia’s invasion of Ukraine\, but also violence in the South Caucasus and Gaza\, among others. While the Green movement is rooted in non-violence and pacifism\, these terms are at times vaguely defined and understood within and outside the Green movement. They are also easier to defend in times of peace. \nThis one-day conference in Tbilisi will spotlight and dive deeper into GEF’s ongoing work on geopolitics\, peace\, and security\, combining expert inputs with non-formal education on topics ranging from peacebuilding in practice\, to environment and security\, to green practice and proposals on European defence. DESCRIPTION:About the event\nGEF’s Green European Horizons Academy aims to expand the imaginarium of the green movement towards an alternative livable future equally across Europe and beyond. After the first two successful Academies\, (1) The Good Story (focused on green narratives) and (2) The Good Collective (dealt with structures for resilient green organisations)\, with this Green European Horizons Academy: Good for All\, the organisers wish to address raising extractivist and neocolonial practices being enacted inside the territory of the EU\, in member and candidate EU countries\, and outside the borders of the EU\, especially in the light of the green energy transition and the ambitious goals of carbon neutrality. \n\n\nWhat to expect \n\n\n\nUnder the noble goal of climate change mitigation\, the mainstream decarbonisation agenda demands not just cuts in the use of old materials but also the exponential growth of demand for new ones. Thus far\, it is blatantly evident that exploiting natural resources does not mean good for everyone. Neither profit nor pollution is evenly distributed worldwide and locally. With the desire to find answers to the questions of who earns and who pays with health\, dependency\, and poverty and how to achieve well-being for all while avoiding extractivist practices\, we hope to contribute to both the domestic and the international networks of green actors by forging new ties and alliances and setting the basis for further discussion on EU’s policies regarding renewable energy. \nIn this Academy\, we aim to disseminate both academic insights and activist perspectives on extractivism. Our discussions will span its historical roots\, present-day practices\, role in the global economy\, and impact on international politics. We will delve into the conceptual framework of extractivism\, exploring its potential and constraints\, and examining its intersections with neocolonialism and exploitation. However\, our primary emphasis will be on the escalating prevalence of contemporary extractivism\, highlighting the environmental risks and harm it poses\, as well as the grassroots efforts and local struggles against its detrimental effects. \n\nContext \n\n\n\nPositioned as an attractive prospect for foreign multinational companies and trade ministries\, the Western Balkan countries are often marketed as a region with “low earnings and low environmental standards.” Unfortunately\, this portrayal puts at risk the remaining protected nature areas\, drinking water resources\, and the potential for sustainable and organic agriculture. The looming threat comes from an escalating “mining frenzy” and unsustainable hydropower projects\, poised to compromise various locations. Concurrently\, a robust grassroots movement has emerged over the past decade\, opposing extractivism in its various forms. Your presence and expertise could significantly benefit this movement. DESCRIPTION:  \nAbout the event\nThe European Forum is a unique space for the left\, greens and progressives to come together. This event allows like-minded political foundations to organise debates and discussions on key social and green topics. Within this context and in collaboration with Transform! Europe and FEPS\, GEF is organising two workshops on 11 November. \nGEF’s role in the European Forum will draw from our Knowledge Community: the Future of the EU’s Energy Project and our work on Post- and Degrowth. \n  \nProgramme\n9:30-11:30 The Role of the State   \nForging a socio-ecological welfare state defined by wellbeing within planetary boundaries could be the chance to face the polycrisis. Indeed\, our welfare states should ensure universal access to high-quality essential services such as clean\, affordable and energy-efficient housing and mobility\, as well as strengthened social protection systems that mitigate the devastating consequences of climate change and environmental degradation. A new socio-ecological state would have a responsibility in enabling policy frameworks so citizens everywhere can take into their stride the new challenges brought about by digital breakthroughs and the climate crisis. By implementing social policies that tackle socio-economic inequalities\, reduce our carbon emissions and limit our environmental impact\, socio-ecological welfare states stand the chance to improve people’s quality of life and strengthen their resilience to shocks.  \n  \n12:00-14:00 The Climate Dimension of the Future of the EU’s Energy Project \nThe current EU energy framework showed its weaknesses over the past couple of years – amidst crises. These uncovered problems with fossil fuel resource dependency\, as well as with dependences on single countries as such. They showed the missing links between EU energy policy and security/geopolitics. The polycrisis also showed the lack of social safeguards and consideration in the EU and MS energy policy\, it showed that the democracy dimension has been too much underlit\, and above all – it clearly showed that\, if the EU had doubled down on its clean energy transition a decade earlier\, it would have been much more resilient to what it is experiencing today.  Mitigating and adapting to climate change is in other words not solely extremely important in terms of avoiding climate damage and emergency\, but also has positive spillover effects on energy security\, and if done rightly on the social and democratic dimension of energy. So why isn’t it going faster? DESCRIPTION:About the event\nDuring this Congress\, selected participants from all over Europe will have a chance to come together in Thessaloniki\, a vibrant and culturally rich city to work together\, voice their concerns and put forward their own solutions for a more just Europe\, ahead of the 2024 European elections. \nThe main theme of this year’s Congress of Young Europeans is independent living a defining struggle and battle of this generation that ranges from chasing for basic care and mental health to affordable housing\, from gender rights and to good working conditions\, from equality all the way to political underrepresentation. A young person has the right to all of these things\, to afford building a life for themselves\, independently. \nThe Congress\, entitled “Independence Days”\, will focus on the role of youth in shaping their future in Europe. Selected participants will reflect on widespread reality for young people all over Europe\, explore the interlinking challenges across different regions\, and propose forward-thinking solutions that reflect young European’s needs in the political debate. \nParticipants will take part in hands-on workshops with high-level speakers discussing topics such as the cost of living\, youth mobilization and resilience. DESCRIPTION:About the event\nThe Budapest forum is an annual event organised by the Municipality of Budapest\, Political Capital\, and CEU Democracy Institute to push forward the ‘Building [of] Sustainable Democracies’. You can find more information on the programme and speakers here. \nThe European Energy Governance is a critical component for building and sustaining democratic systems in the EU. The way we envisage our energy systems impacts the very fabric of our societies and\, therefore\, our common future as Europeans. The war of aggression in Ukraine and the numerous turbulences in the global economic and geopolitical landscape have stressed more than ever the consequences the European energy policy implementation. The wide-ranging impacts extend beyond energy procurement and security\, encompassing democracy\, environmental sustainability\, and social justice. \nThe current EU energy framework showed its weaknesses over the past couple of years amidst the polycrisis. These uncovered issues\, ranging from fossil fuel resource dependency to dependences on single countries. It thereby showed the missing links between EU energy policy and security. The polycrisis also showed the lack of social safeguards and consideration in the EU and energy policy. It showed that the democracy dimension has been severely neglected. DESCRIPTION:About the event\nWomen are taking a strong and successful stand to curb the climate crisis. In many countries\, the climate movement has female faces. However\, neither the causes and impacts nor the efforts to find solutions are equally distributed among women and men. A recent analysis by the aid organization CARE with data from more than 100 countries shows that 150 million more women are affected by the hunger crisis than men – due to impacts of climate change and the biodiversity crisis\, the Corona pandemic and the war in Ukraine. Food security declines as gender inequality grows. Globally\, inequality has risen (again) in the past three years. \nBased on these findings\, it is high time for a second Feminist Climate Conference – in order to raise awareness of the range and interconnections of the effects outlined above and to continue working on the development of long-term solution models. All crises are causally or impactfully interconnected. Holistic approaches to solutions are therefore a top priority. DESCRIPTION:About the event\nPost-growth is about much more than just greening economies. It is a new way of understanding society\, also understood as an ambitious\, science-based\, values-driven\, social and realistic way of thinking. Post-growth is about shifting the focus from quantitative growth (consumption and GDP growth) to qualitative growth (quality of life growth). \nIn his book\, Paul Schenderling highlights the importance of cooperatives in the transition to post-growth and he describes what is possible at the local level. After a short lecture by Schenderling\, we will further explore the link between de-growth and cooperatives in a panel discussion. We will focus on the city\, in particular Utrecht. SUMMARY:Mobility in Rural Areas: An Unresolved Issue
DESCRIPTION:Context\nRural depopulation is a challenge for Europe as it affects large areas of its territory\, and Spain is no exception. This process has intensified in the last two decades. In Spain there are 6\,827 municipalities with no more than 5\,000 inhabitants\, accounting for 12% of the total population. In the last decade\, eight out of ten municipalities have lost their inhabitants\, a total of 410\,000 people. Ageing population\, lack of basic services such as health\, education\, culture or transport\, unemployment\, and the shortage of housing are among the main challenges for staying or settling in a village. \nOne of the key factors in this situation\, as we have already mentioned\, is mobility. The absence of public transport means that dependence on the private car or on the solidarity of neighbours is fundamental. Going to the doctor\, shopping\, going to the bank or taking children to school can be a chore if you do not have a private car or are not able to use one. This is particularly serious for women and the elderly. \nThe bad situation of public transport in Spain\, far from being reversed\, has worsened in recent years. The conventional train\, the least polluting transport system\, has been progressively abandoned while large high-speed train lines have been promoted – after China we are the country with the most extensive high-speed train network in the world – a type of transport that is a minority\, expensive\, unprofitable\, and inefficient\, thus widening the inequality gap between geographies. \nThe search for realistic long-term solutions\, adapted to each region and each community\, which improve mobility in rural areas\, is a social and environmental obligation and a lever to reverse the depopulation process by revitalising economic activity. \nWe are on the verge of a transition towards a low-carbon model of society\, so it is urgent to work on strategies that make it compatible with the improvement of transport in the rural world. \nAbout the event\nWe will hold this conference on rural mobility in El Burgo de Osma\, a village in the province of Soria – the least densely populated province in Spain – to learn first-hand about the demands and proposals of its inhabitants on this issue. We will have examples of good practices and we will know what policies are being implemented in Spain and in the EU. DESCRIPTION:About the event\nThroughout Europe\, activists face numerous external pressures every day that threaten to stop their fight. To these pressures\, we add a trap into which we as activists often unwittingly fall. We have all witnessed or experienced (self)exploitation\, a productivity race to the bottom\, unequal distribution of work tasks and power\, various forms of discrimination\, and even burnout and giving up the fight. That is why GEF\, with the support of PolEkol\, decided to discuss and work on building a good collective at the Green Horizon Academy! DESCRIPTION:About the event\nThe Green European Foundations is bringing together Green House Think Tank (UK)\, Etopia (Belgium) and Green Foundation Ireland at an event hosted with the Lord Mayor of Dublin Caroline Conroy. This event will launch our Rethinking Demand Framing Paper and explore the complexity of the actions needed to reduce our demand for energy as well as the politics involved in doing so.   \nAs the urgency of the need to limit emissions to prevent further climate harm grows\, and the all-encompassing nature of achieving this dawns\, the pivotal role of rethinking how our societies deliver wellbeing for all has become ever more critical. During this conference\, sessions will explore how social and business practices\, infrastructure\, and our governance structures can be transformed to reduce the collective demand for energy and unlock a future without fossil fuels. \nContext\nThis event is part of the GEF transnational project Climate Emergency Economy: Rethinking Demand. DESCRIPTION:About the event\nFrom the COVID-19 pandemic to the war in Ukraine\, inflation to the energy crisis – the tourism sector has been dealt many blows in the past few years. At the same time\, mass tourism is itself implicated in several of our biggest challenges today: carbon emissions\, housing shortages\, crumbling infrastructure\, poor working conditions\, and the list goes on. As we look to transforming our economies and societies\, the green and just transition of tourism is a crucial element.     \nIn this half-day conference\, we will tackle the question of tourism around three dimensions: mobility and infrastructure\, labour and public services\, and climate and environment. DESCRIPTION:About the event\nWe are pleased to announce the Conference on the Future of Eastern Europe organized on 6-7 June in Riga\, Latvia. DESCRIPTION:About the Event:\nThis international conference brings together speakers from all over Turkey and Europe to highlight commonalities and explore the solidarity and struggles of gender studies in green policy. It is the second edition of the conference\, and just like last year\, we aim to bring together activists\, politicians\, and academics to share their thoughts and build a stronger movement for gender and environmental justice. \nContext: \nIn October\, Turkey finally ratified the Paris Climate Agreement\, asserting its claim to be an important part of the global climate struggle. However\, in July its government left the Istanbul Convention against violence against women\, despite being one of the first signatories and in defiance of countless protests\, actions\, and calls throughout the year.\nThe usurpation of the rights of nature on one hand and gender-based violence\, discrimination\, and inequality on the other are crimes that occur every day in Turkey. But faced with worsening conditions\, the climate\, ecology\, women’s and LGBTQI+ movements have also started to grow. We witness their developing and spreading resistance against male domination\, which imposes itself as the only reality\, sees nature and people as resources and exploits them.\nGreen thought emphasizes the importance of combining climate and ecological struggles\, women and LGBTQI+ struggles\, for a better and liveable world where the rights of all people\, living things and nature are protected. We believe in the need to emerge and the globality of solidarity – issues with which this conference seeks to engage.
