SUMMARY:Enough: Thriving Societies Beyond Growth (Belfast)
DESCRIPTION:About the event:\nWho is afraid of degrowth? The term alone throws mainstream opinion makers and many economists in Europe into a panic. Growth is the lubricant of capitalism. We are told that if the economy is growing\, all is well. But what do we mean by growth? Should everything keep growing endlessly? The ecological crisis shows that infinite growth on a finite planet is impossible. Meanwhile\, the current economic system fails to secure livelihoods and exacerbates inequalities. There is an alternative to this self-destructive system: an economy of enough\, which would provide for everyone’s basic needs while addressing greed and overconsumption. Europe has the potential to lead the ecological transition – but we need to envision a different economy\, rooted in a new paradigm\, before we can build it. \nIn Enough\, the authors build on the work of visionaries\, both past and present\, recognising that Earth is on loan to us from future generations. They explore how societies can thrive without depending on economic growth. The essay presents a compelling vision: fewer private jets\, less inequality\, fewer burnouts\, and reduced waste\, alongside more quality of life\, more time for each other\, more sustainable products\, and a healthier planet. In other words\, it provides the keys to imagining a different Europe – one that ensures a good life for everyone within the planet’s limits. \nAt this roundtable\, we will discuss some of the key themes and proposals put forward by the book and the post-growth community more broadly. As Europe is once again eyeing austerity and conservative and even far-right forces have captured key levels of government and institutions\, what pathways remain for this crucial transition? How can we mobilize societies for such deep and rapid change? What are the key levers and obstacles to translating the environmental science around the limits to growth into concrete action? \n\nProject background:\nIn early 2024\, GEF released Enough: Thriving Societies Beyond Growth. This publication sought to spotlight many of the ideas that the foundation has been exploring on post-growth and a just green and social deal\, presenting them in an accessible and inspiring booklet. DESCRIPTION:About the event:\nIn the face of multiple crises – geopolitical\, climate and energy\, but also the very erosion of Europe’s social fabric by its outdated economic model – what should the Greens bring to the table to ensure that the European Green Deal (EGD) switches to the next gear into a social EGD or EGD 2.0? This session will bring together voices and expertise from politics and civil society to lay bare the flaws and limitations of the current Green Deal and propose the pathways we need to explore to make a Green Deal worthy of its name. \nThe Green Deal is a comprehensive progressive plan to combat the climate disaster while eliminating socio-economic inequalities in the country. The plan is a strategic framework for collective action towards transforming the functioning of the economic and energy system by creating thousands of low-carbon jobs for a better life for all living beings in harmony with nature. The same principles that will apply to EU member states by European Green Deal are mirrored in the region by the Green Agenda for the Western Balkans. \nIn the Green Agenda document regarding the circular economy\, the countries of the Western Balkans will strive to contribute to the protection of the environment and the minimization of the amount of waste generated in the region\, while with a large set of activities to be committed to the depollution of the air\, water and soil. \nIn proposing this project as a transnational project\, we see a huge importance not only in empowering citizens to engage with topics of our interest (climate\, energy\, water\, biodiversity\, health)\, but also in strengthening linkages between the Greens across Europe and engaged citizens\, with the purpose of making them more relevant\, inclusive and connected with social groups and movements. \nGuests and experts from academic and practical backgrounds will share their expertise with the participants and enable an exchange of ideas and concepts. \nOn this event we will discuss with experts\, institutions\, NGOs and activists on the perspectives of the Green Agenda for the WB. \n  \nProject background\nThis event is part of the Green European Foundation’s project Green deal and Beyond. DESCRIPTION:About the event\nBoth the climate and energy crises are at their peak across Europe and very often policymakers are required to make quick and short-notice decisions based on the executive power they gained through elections. In many cases the voices and needs of citizens are not properly represented and recognized as it appears that crisis mode does not allow sufficient time nor resources to allow a deeper democratic process. \nCitizen’s assemblies have the potential to empower citizens to engage in a diverse of topics (climate\, energy\, water\, biodiversity\, health)\, but also to strengthening linkages between the Greens across Europe and engaged citizens\, with the purpose of making them more relevant\, inclusive and connected with social groups and movements. \nGuests and experts from academic and practical backgrounds will share their expertise with the participants and enable an exchange of ideas and concepts. \n  \nProject background\nThis event is part of the Green European Foundation’s project Green deal for All – Citizens Assemblies in Action. The emergence of assemblies across Europe is a symptom which shows that citizens don’t feel sufficiently involved in policy making or decision-making processes that relate to the green transition. Citizen assemblies emerge as a form of civic deliberation to underline the societal dimension of the green transition policies present in the European Green Deal\, to reflect the full spectrum of society and very often to boost local or national decision makers who often don’t have sufficient legitimacy to take more ambitious\, bolder actions. \nThis project aims to increase the knowledge on the work of citizen assemblies\, their methodologies\, successes and failures\, but also to work proactively with them or create the supportive conditions for the emergence of new ones. DESCRIPTION:About the event\nThe Club of Rome report “The limits to growth” was published in 1972 . These 50 years have gradually confirmed the validity of the study. However\, despite the ever-closer risk of environmental and social collapse\, the main focus of the economy remains profit growth\, which is clearly unsustainable and profoundly unequal. In response to this crisis of the hegemonic socio-economic model\, the degrowth/post-growth movements advocate for an economic model that overcomes the ecological limits of the planet\, improves human well-being and reduces inequalities\, challenging the growth dogma. In Europe\, these movements are becoming increasingly popular among activists and scientists\, and the debate has even begun open up at the institutional level.         \nMoving away from growth may represent an opportunity for the EU to increase its resilience and reduce its energy and raw materials dependence. However\, this is something that undoubtedly poses important geopolitical and geostrategic challenges\, including that of North-South relations. How would the EU’s post-growth approach influence relations with the global South\, what would be the main tensions and synergies\, and what challenges will it face in establishing cooperative and equal relations with these countries? \nIn this expert meeting\, we will explore the advantages and also the challenges that the post-growth EU would face in its external relations with the Global South\, and more specifically with the African continent. SUMMARY:The Right to Sustainable Mobility: Connecting the Regions as a Way to Fight Poverty
DESCRIPTION:Context\nMobility plays a fundamental role in people’s lives. The ease of movement not only favours the freedom to choose the place of residence and the exercise the right to work\, but it is also essential to access basic public services such as education and health\, as well as leisure and enjoyment of free time. It is\, in short\, a determining element of people’s well-being and their quality of life. \nIn this sense\, the articulation of the subjective right to mobility in our societies\, which guarantees all citizens equal conditions of access and use of mobility services\, is becoming increasingly important. If mobility determines people’s quality of life\, the impossibility of accessing sufficient mobility (due to physical or mental conditions\, insufficient economic resources\, or other factors) supposes not only a personal impediment\, but also a breach of the constitutional principle of equality. \nThroughout the 20th century\, the economic system has linked this right with the use and enjoyment of the private car through an unprecedented cultural transformation. This has caused our towns and cities – and\, ultimately\, the geography in which we live – to be configured around the use and service of the private motor vehicle. No country in Europe has recognised the “right” to circulate and reach anywhere by car\, and yet the car has usurped the routes traditionally used by pedestrians and other means of transport. \nIn fact\, driving in a private car in a public space is a privilege rather than a right. Greenhouse gas emissions caused by automobiles\, energy inefficiency\, air and water pollution\, noise\, congestion of public space\, accidents or the appropriation of the land are privileges associated with the enjoyment of the automobile\, which are unaffordable and unsustainable for the planet\, and harmful for people’s health and for society as a whole. \nThe war in Ukraine has accelerated the energy crisis caused by the progressive depletion of fossil fuels. However\, the speed with which it has progressed has hit millions of people who use private vehicles for their daily commutes hard. According to official statistics from summer 2022\, in Spain\, 60% of drivers have limited the use of private vehicles\, and 5% have stopped using them all together. \nIn this context\, sustainable mobility is no longer simply a necessity to advance decarbonisation\, it has now become the main alternative to tackle poverty linked to dependence on the private combustion car. \nIt is the obligation of local institutions to facilitate active mobility. Before the crisis\, almost half of daily trips in the Basque Country were made on foot or by bicycle. However\, facilitating the transfer of 40% of trips that are made by private vehicles requires adequate mobility planning at the municipal and regional levels to ensure minimum standards of safety\, comfort\, and accessibility. This situation turns non-motorised mobility into a high-risk exercise\, instead of a routine habit. \nOn the other hand\, public transport continues to be the main tool to guarantee everyone the right to move without distinction of physical\, intellectual\, economic capacity\, or place of residence. In this sense\, it is the obligation of local and regional authorities to act in a coordinated manner to ensure sufficient public transport coverage with minimum quality and sustainability standards\, and with prices in line with the level of disposable income of users. \nLastly\, we cannot forget the role that public policies will play in the coming decades\, especially when it comes to reducing the demand for mobility\, such as 15-minute city urban planning or land reuse policies. SUMMARY:Rethinking Demand: EU Roundtable
DESCRIPTION:About the event\nAs Russia’s war in Ukraine puts pressure on energy supplies across Europe\, governments are preparing for an uncertain winter\, with concepts like rationing and controlled blackouts suddenly on the table.  \nYet the need to structurally rethink our demand for energy and other key goods is not new. Amid the multiple crises facing Europe and the world\, not least the climate emergency\, there is a continued failure to acknowledge the role of reducing demand in the rapid and fundamental change needed. Mainstream understanding of demand management focuses on improving efficiency and engaging consumers\, which tends to reproduce existing consumption levels with marginally less energy and resource use.  This is insufficient to deliver the reduction in energy use needed as part of a rapid shift to zero carbon and to remain at 1.5°C warming.  \nA better understanding of the realities of demand change is required\, and exploring how to frame this difficult topic is critical to reaching climate targets and energy independence goals. This expert roundtable will bring together academics\, politicians\, activists and NGO/foundation representatives to discuss to what extent we need to reduce energy demand and how we can go about it in a just yet decisive manner. Results of this discussion will inform a framing paper to be published in the autumn.  \nContext\nThis event is part of the GEF transnational project Climate Emergency Economy: Rethinking Demand. DESCRIPTION:About the Event\nHydrogen produced from renewable electricity will play a crucial role in the transition to a climate-neutral Europe\, but its adoption raises several issues. These stem from the fact that green hydrogen will be scarce well into the next decade. \nDoes the European Union need a ‘hydrogen ladder’ that puts forward green hydrogen for the industries that are more difficult to decarbonise? Or would this actually slow down the breakthrough of green hydrogen? \nProduced from natural gas\, ‘Blue hydrogen’ has most of its CO2 emissions captured and stored. According to its proponents\, it can pave the way for green hydrogen. What role can blue hydrogen play as a transition fuel and feedstock? \nA growing number of companies and governments\, including the European Commission\, want to invest in the production of green hydrogen in Africa\, the Middle East and other parts of the world that are rich in sun or wind. SUMMARY:Metals for a Green and Digital Europe (Poland)
DESCRIPTION:Context\nThe energy transition and the development of renewable energy sources are not the only sustainable transformations that will require large amounts of metals. The electrification of transport\, the digitalisation (with all telecommunications and computerization devices) and\, more broadly\, the increase in the demand for batteries will also demand a significant quantity of certain minerals. \nThe European Commission predicts that in order to achieve climate neutrality by 2050\, the EU will need 60 times more lithium\, 15 times more cobalt and 10 times more rare earth metals than today – for the energy transition alone. Considering that the EU currently depends 75 to 100% on metal imports\, mainly from China\, this has serious geopolitical ramifications. \nThe European Commission aims for the Union to be as independent as possible to find the means to implement the European Green Deal. Working towards (or returning to) a metal mining production system in the EU is a serious option to consider as environmental and social standards are much higher in the EU than in developing countries. But of course\, the EU needs to start by developing the potential of the circular economy and recycling systems. Exploiting the accumulated mining and industrial waste containing metals\, and developing and improving the collection of products containing metals\, their recycling and recovery of raw materials\, and perhaps finished alloys. \nDoes our current economic model based on constant growth -and thus consumption- offer a chance for such subversive reductions in greenhouse gas emissions as assumed by the European Green Deal? Are we not supposed to embrace a transformation of the economic model? \nAbout the event\n  \nAs for the situation in Poland\, many questions remain unanswered: \n\nWhat are the national needs when it comes to metals?\n What are the blocking elements in the demand for metals for the green and digital transformation?\nWhere are the red lines to watch out for and priorities to defend?\nWhat are the positions on these issues?\n\nThis round table will provide as many answers as possible to these questions and explore paths for further analysis. \n\nThis project is organised by the Green European Foundation with the support of Fundacja Strefa Zieleni and with the financial support of the European Parliament to the Green European Foundation. You can still contribute to this project by commenting on the online draft text: http://www.metalsforeurope.eu \n\nContext:\nWhile the energy from the sun and wind is nearly infinite\, the resources we need to capture this energy are not. Solar panels\, wind turbines\, batteries\, and power cables all contain metals. These have to be extracted from ores that are dug up from the ground. Some metals are rare or becoming depleted. Most mining is dirty business. \nThe climate crisis leaves us no choice but to make a swift transition from fossil fuels to renewable energies. Already\, solar and wind power have entered the phase of exponential growth\, as have electric vehicles and the batteries that power them. The European Union will need up to 18 times more lithium and 5 times more cobalt in 2030 than it consumes today in total\, for electric car batteries and energy storage alone\, according to the European Commission. By 2050\, we would need almost 60 times more lithium and 15 times more cobalt. \nThe digital transition\, a second spearhead of the EU\, also relies on metals. Digitalisation can enhance our quality of life. But all digital technologies require energy and materials. Despite the ethereal metaphor of ‘the cloud’\, the data economy has a heavy material footprint\, which includes a wide array of metals. Gains in the energy and material efficiency of devices and networks are outpaced by the exponential growth of data use\, which doubles every two to three years. European demand for rare earth metals for digital technologies\, and for electric cars and wind turbines\, could increase tenfold by 2050. \nThe EU is between 75 and 100 percent dependent on imports for most metals. This creates risks for Europe’s security of supply and for its strategic autonomy. It also raises the issue of climate justice since the greatest burdens of metal mining are falling on the Global South. Therefore\, metals might well become the Achilles heel of the energy and digital transitions. \nShould we make a more sparing use of joules and bytes to save metals? How do we stop valuable metals from ending up as waste? Can we procure those metals that we really need in a way that is equitable for developing countries and future generations?
