SUMMARY:Green-Red Dialogues: Minimum Living Income – A Step Towards UBI?
DESCRIPTION:About the Event:\nCOVID-19 has once again put on the table the need for a change of model\, based on solidarity and equity for all European citizens. If we apply the same instruments that we have used up to now\, we are in danger of leaving many people behind\, creating a socially and economically unequal Europe. What model of Europe do we want? How can we ensure that people can live with dignity? How can we contribute to the creation of a social security system that works for all? How can we make it possible for people to live with dignity from their work without having to accept multiple jobs or over-exploitation? \nThe second Green-Red Dialogue will address the topic of Basic Income. The Green European Foundation has worked with experts on this topic for the past three years\, formulating “European Green Perspectives on Basic Income” together with several partner foundations including Fundacio Nous Horitzons. \nNow is a good time to present the conclusions of that research and put back on the agenda an issue that in the current crisis situation is more relevant than ever. The effects of the coronavirus have left much of the population excluded and the outlook for the coming years is not very encouraging. Current welfare and subsidy models have been shown to fall short both in protecting groups at risk of exclusion and encouraging economic development in Europe. \nAccording to experts in the field\, basic income could: improve the situation of people with a low purchasing power; prevent overexploitation\, job insecurity\, and illegal work; prevent fraud by companies against their employees; allow higher taxes to be levied on high incomes; and enable economic development through empowering groups at risk of exclusion by dignifying them and thus contributing to a fairer and more egalitarian society. \nThese and other questions will be addressed in this second discussion on Basic Income – featuring Pepe Fernández Albertos\, Aina Vidal\, and Philippe Van Parijs. \nContext:\nThis event is part of the Green Red Dialogues. The main purpose of this series of talks is to reflect on current issues from a green and social perspective. At a time when we have to face the global challenges as a result of COVID-19\, it is important to reflect on a green way out of the crisis. The current capitalist system has demonstrated that it promotes social inequality and that it attacks the planet\, and therefore\, all the inhabitants of the earth. We must urgently reverse the effects of the climate crisis and promote socially just and environmentally friendly models. Selected participants take part in monthly expert and activist workshops\, building knowledge and creating video content on selected topics for wider dissemination. \nThe next workshop will be held online on the 8th of August\, featuring as speaker Emet Değirmenci. The topic that will be covered is Ecofeminism. \nContext:\nWorkshops are open to selected applicants only and are held in Turkish\, but will culminate in a larger conference in October that includes the participation of international speakers as well. \nSpeakers:\nThis seminar is led by Emet Değirmenci who has been working on Ecology and Women based studies for more than 20 years. As a geophysical engineer\, who has worked as a seismologist for the Technical University of Istanbul for 14 years\, she decided in 1997 to invest her studies and efforts around social-ecological transformation. DESCRIPTION:About the Event:\nAfter earlier webinars introducing the general concept of UBI\, the European UBI\, and the achievements of the GEF in promoting this debate\, we discussed UBI pilots in Europe and elsewhere. \nThis time\, in partnership with the Polish Basic Income Network\, we will present UBI and similar concepts that are discussed in Poland and the prospects for implementing them in the country. \nContext:\nThe Green European Foundation has been working and researching the topic of UBI for a few years as part of a transnational project involving many countries. This year\, the project is entitled “CHANGE OF MINDSET. Civil society dialogue around UBI\, social justice and climate impact”. SUMMARY:Between Theory and Practice – Experiments of Basic Income (Webinar)
DESCRIPTION:About the Event:\nReflections and specific experiments have been ongoing for many years in the search for systemic solutions to provide people with the opportunity to meet basic life needs in times of instability\, exacerbated amid junk contracts\, rapid climate change and structural inequalities. Unconditional basic income is one such form\, tested by certain public authorities\, but also by non-governmental and research organisations\, both in so-called developed countries as well as some countries of the global South. \nThis webinar focuses on the experiences of basic income in several countries – their goals and results\, but also the political context of each case. A more general academic comparative view will complete a political and activist approach. We invited a European university researcher examining UBI experiments\, their political and social context and overtones\, but also a Kenyan Green politician from a so-called developing country where innovative social policies have been pursued both by the authorities and through the experiments of social aid and research organisations. \nContext:\nThe Green European Foundation has been working and conducting research on the topic of UBI for a few years as part of a transnational project involving many countries. DESCRIPTION:Context:\nThe Ariadne Network-UNHCR event aims to raise awareness among philanthropic foundations and seek increasingly innovative and holistic solutions to address the rising challenge of protecting refugees\, internally displaced persons\, and other persons of concern in the era of climate change. \nThe key issues to be discussed are: \n\nHow does climate change\, often combined with conflict\, drive people from their homes?\nHow can foundations support relevant and innovative programmes to deal with the aftermaths of these events? DESCRIPTION:About this event\nAll over Europe\, municipalities want to become ‘smart cities’\, front-runners in the use of sensors\, big data\, algorithms\, and apps. Smart technologies offer opportunities for improving the quality of life in cities\, for reducing their ecological footprint\, and for creating new urban commons. But they may also present threats to civil liberties and to social justice. The smart city should not be an end in itself. A smart city is only really smart if data collection and artificial intelligence are steered by values. How do we ensure that public values such as democracy\, human dignity\, privacy\, equality\, and sustainability are put at the heart of smart cities? \nThis webinar will gather politicians\, experts\, practitioners\, and activists from the Euregio\, comprising cities such as Münster and Enschede. They will explain about specific technological innovations in their municipalities\, discuss conflicting values\, and identify best practices. The conclusions may feed into the online version of the Charter for the Smart City. \nThe event will be chaired by Tom van den Nieuwenhuijzen (member of the Dutch parliament). SUMMARY:With UBI\, We Would Be Less Afraid of the Coronavirus Crisis (Webinar)
DESCRIPTION:About the Event:\nWe would like to invite you to the first edition of a series of four webinars on the topic of universal basic income (UBI). This event series is organised for by the Green European Foundation\, with the support of Fundacja Strefa Zieleni\, and a grassroots initiative of Polish activists: “Community of Ideas”. It consists of two Polish and two international webinars. \nOne feature of our current unsustainable system is the massive\, and rapidly growing\, increase in inequalities – emphasizing feelings of insecurity and material instability for a growing share of the population\, and especially among young people. \nEven in the “old Europe” countries\, with some of the most caring welfare state systems in the world\, the growing trends of precarious work and increasing workforce poverty have grown too much to be thought of as marginal. The overwhelming feeling of social injustice often leads either to social unrest\, like with the yellow vest movement in France\, or to the development of populism and political authoritarianism\, which we can observe\, among other places\, in Poland. \nThe past few years have seen research and some practical experiments in search of systemic answers to enable people to meet their basic needs – in times of structural inequalities and instability\, due in part to this spread of precarious work and the destructive consequences of rapid climate change. The universal basic income (UBI) is one of the solutions on the table. \nIn this webinar\, we take a look at the existing work GEF has done on UBI\, where these ideas come from\, and what they are based on. We will also discuss why this is a “green” concept\, consistent with “green policy\,” have an overview of the UBI reflections and experiments in different countries\, and address its critics. Finally\, we touch on GEF’s continuing research plans on the topic and go over the present efforts to introduce a pan-European basic income and other social security measures at the EU level. \nContext:\nThe Green European Foundation has been working and conducting research on the topic of UBI for a few years as part of a transnational project involving many countries. This year\, the project is entitled “CHANGE OF MINDSET. Civil society dialogue around UBI\, social justice and climate impact”. The Polish Green Foundation “Strefa Zieleni” joined the project\, recognizing that it was time to start a public debate on this in Poland as well – not only on UBI itself\, but as part of a broader conversation: what social security system is best adapted to the needs and expectations of Polish society in times of great instability and turmoil? \nSpeakers:\nFrançois Denuit is an adviser to the Co-President of the Greens/EFA group in the EP Philippe Lamberts and scientific collaborator at the Université libre de Bruxelles. He wrote his PhD dissertation on the idea of a pan-European unconditional basic income. \nSusanne Rieger is a Co-President of the GEF Board of Directors and a board member of the Catalan Green foundation\, Fundació Nous Horitzons (FNH). Susanne has been working on topics such as political education\, capacity building\, as well as developing political and public discussions and communication structures on the European level for the past twenty years. \nWojciech Kłosowski is an expert\, researcher\, activist\, author\, lecturer and practitioner of social issues\, local governance and social policy of cities. SUMMARY:Growing out of Growth: A New Future after the Crisis (Webinar)
DESCRIPTION:About the Event:\nThe second webinar on digital technology in cities will explore how the current crisis is exposing the systemic shortcomings of our economies and impacting our urban structures. A discussion will be made on the position of technology and its role in shifting growth led urban strategies to more resilient\, socially inclusive\, and green cities. \nContext:\nAll over Europe\, so-called ‘smart cities’ are the testing grounds for new technologies that affect how we live\, how we organise our societies and what our ethical foundation is. These technologies often involve the use of big data and devices that can act with a degree of autonomy. The development of new technologies therefore cannot be left to engineers and managers; it requires public debate and democratic control. \nTo this end\, GEF developed\, with the support of its partners\, a Charter for the Smart City\, consisting of guiding principles that will make it easier for green European politicians and activists to assess and steer technological innovations in their cities. DESCRIPTION:About this event\nThis webinar is presented by the Green European Foundation and the Ariadne Network. \nDespite some (such as the Czech Prime Minister) attempting to use COVID-19 to ditch the European Green Deal\, it remains relevant\, and some even see the pandemic as a characteristic of the climate crisis. The EU remains committed to the deal\, and civil society is calling for it to be strengthened and used as a “greenprint” for the post-COVID-19 economy. \nThe European Green Deal is a significant step forward for the Commission as it resets its commitment to tackling climatic and environmental challenges and aims to make Europe the first climate-neutral continent by 2050. The deal seeks to achieve this by modernising the economy\, decoupling economic growth from resource use\, and improving people’s health and quality of life; leaving no one behind. To be effective\, the transition must be just and inclusive\, paying particular attention to regions and workers facing the greatest changes. \nThe deal operates through a regulatory and legislative framework\, which includes European Climate Law\, European Industrial Strategy\, and incentives to encourage private sector investment. \nThis webinar will explore the extent to which human rights and social justice feature in the Green Deal and its legislative framework. DESCRIPTION:About this webinar\nA fully renewable electricity system is largely powered by wind and solar. These are intermittent energy sources. How do we keep supply and demand in balance? Data and artificial intelligence will play a major role in this balancing act. Smart electricity grids help adjusting supply and demand\, using data on the forecasted weather\, the available power storage and conversion capacity\, and the willingness of companies and households to make their electricity consumption dependent on supply and price. \nA smart grid is not necessarily fair\, transparent\, and privacy-friendly. It doesn’t necessarily allow for human control over algorithms and democratic participation.  How can we integrate these public values into the design of smart grids\, from local microgrids to centralised macrogrids? \nThe Green European Foundation\, Wetenschappelijk Bureau GroenLinks\, and Oikos will try to find answers to this question in a webinar. DESCRIPTION:About the Event:\nGEF together with the Green Thought Association is launching a year-long project on gender equality and green politics. Selected participants take part in monthly expert and activist workshops\, building knowledge and creating video content on selected topics for wider dissemination. \nThe next workshop will be held online on May 2nd\, featuring as speaker Dr. Ümit Şahin. The topics that will be covered are: \n\nWhat is green politics?\nWhat are the key debates of green politics in Turkey and in the world?\nGeneral information about the history of the ecology movement in Turkey\n\n\nContext:\nWorkshops are open to selected applicants only and are held in Turkish\, but will culminate in a larger conference in October that includes the participation of international speakers as well. \nSpeakers:\nThis seminar is led by Dr. Ümit Şahin. He is senior scholar and coordinator of Climate Change Studies at Sabancı University Istanbul Policy Center and has written and edited extensively on ecology issues. SUMMARY:Citizen scoring – towards a surveillance state for the poor? (Webinar)
DESCRIPTION:About this webinar\nWhat’s your opinion on ‘citizen scoring’? Big data analytics is gaining traction among local and national governments. By feeding large swaths of personal data into algorithms\, they try to predict which social benefit recipients are most likely to commit fraud or which children are most at risk of abuse or neglect\, for instance. Does the ‘scoring’ of citizens by algorithms boost government efficiency or is it a threat to privacy\, social justice and the transparency of government? Which legal restrictions apply to citizen scoring and which ethical boundaries should we set? \nThe Green European Foundation and Wetenschappelijk Bureau GroenLinks will try to find answers to these questions in a webinar. It will gather people who are active in (local) politics from various European countries\, in a coronavirus-proof way. \nThe webinar will start with three presentations: \nRichard Wouters (Wetenschappelijk Bureau GroenLinks\, NL) will introduce the Charter for the Smart City that the Green European Foundation published in 2019. The Charter contains the warning that the use of big data to combat benefit fraud may lead to ‘class injustice’. \nLina Dencik (co-director of the Data Justice Lab\, Cardiff School of Journalism\, UK) will present the results of an extensive investigation into the use of citizen scoring by local authorities and police forces in the UK. \nRonald Huissen (Bij Voorbaat Verdacht\, NL) will explain the ground-breaking verdict against the Dutch fraud detection algorithm SyRI. In February\, a court ordered the immediate halt of SyRI because it violated the right to privacy.
