SUMMARY:Public Health and Societal Resilience: what role for the EU?
DESCRIPTION:About the event\nWhich role will public health spending play within the Next Generation EU budget and the MFF 2021-2027\, and how are those two interlinked? How can the general resilience of the EU and its members be strengthened\, in light of other crises such as the climate crisis? \nContext\nThis pandemic has exposed the fragility of the European Union as it led to uncoordinated\, divergent approaches by the European Union’s member states\, and the timidity of any solidarity between member states has prompted many citizens to question the general purpose of the European Union\, particularly in times of crisis. \nOne of the reasons for the lack of coordination certainly lies in the fact that healthcare remains a competence of the member states. Although the EU’s role should be complementary to the member states’ policies\, taking on a coordination role in the case of serious cross-border health risks\, the individualistic approaches by the EU governments and the lack of information sharing about them made such coordination nearly impossible at the beginning of the pandemic. \nAs most member states are slowly easing lockdown measures with daily infection rates and casualties fortunately decreasing\, the EU seems to slowly find its role in the crisis – having recently unveiled an unprecedented financial package as part of the European Commission’s recovery plan. It is underlined that one of the pillars of this budget will be to learn from the lessons of this crisis and hence rolls out a new Health programme (EU4Health) as well as increased resources for the EU’s disaster response rescEU. \nBack in April\, European Commission President Ursula von der Leyen suggested in an interview to combine the green deal climate plan with a “white deal” for healthcare\, coined so subsequently by the media as white is usually the colour associated with healthcare. SUMMARY:Between Theory and Practice – Experiments of Basic Income (Webinar)
DESCRIPTION:About the Event:\nReflections and specific experiments have been ongoing for many years in the search for systemic solutions to provide people with the opportunity to meet basic life needs in times of instability\, exacerbated amid junk contracts\, rapid climate change and structural inequalities. Unconditional basic income is one such form\, tested by certain public authorities\, but also by non-governmental and research organisations\, both in so-called developed countries as well as some countries of the global South. \nThis webinar focuses on the experiences of basic income in several countries – their goals and results\, but also the political context of each case. A more general academic comparative view will complete a political and activist approach. We invited a European university researcher examining UBI experiments\, their political and social context and overtones\, but also a Kenyan Green politician from a so-called developing country where innovative social policies have been pursued both by the authorities and through the experiments of social aid and research organisations. \nContext:\nThe Green European Foundation has been working and conducting research on the topic of UBI for a few years as part of a transnational project involving many countries. This year\, the project is entitled “CHANGE OF MINDSET. Civil society dialogue around UBI\, social justice and climate impact”. \nOn May 26th\, the webinar “With UBI we would be less afraid of coronavirus” opened a series of four meetings on this topic\, organised by GEF and with the support of Strefa Zieleni. DESCRIPTION:The COVID-19 crisis has led to closed borders and brought international travel to a halt and thereby dramatically impacted the tourism industry across the world. The International Labour Organisation (ILO) warns that “the impact on tourism enterprises and workers\, the majority being young women\, is unprecedented.” Within the EU\, some of the hardest hit countries by the pandemic\, such as Spain and Italy\, are heavily relying on their tourism industry flourishing. \nAt the same time\, with the almost complete suspension of international air travel\, record low emissions and in many tourist hot spots a partial recovery of the environment (e.g. water quality in Venice) could be observed. \nThe World Tourism Organization launched the campaign #TravelTomorrow earlier this year. While it underlines the importance of tourism as one of the key drivers of international (economic) recovery\, it also aims to highlight the need for a more sustainable approach to international travel as an effort to achieve the Sustainable Development Goals. \nWith most inner European borders opening again as of mid-June just in time for the summer holidays\, the question arises whether the COVID-19 crisis can be a second chance for sustainable tourism that considers and tries to reverse the detrimental social and environmental impacts of tourism. SUMMARY:Just Transition: a chance for cooperation between social and environmental movements
DESCRIPTION:About the Event:\nWith their demand for a Just Transition\, trade unions point out the importance of sufficient and decent jobs. The phase-out or conversion of fossil fuel-based industries requires the creation of new and decent jobs in climate neutral economic activities. This focus on the social dimension of transition has been picked up well in recent years by environmental and climate movements. New forms of cooperation are emerging\, such as in the Netherlands in the context of the Climate Tables and in Belgium around a joint position on the future of aviation. This can strengthen civil society as such\, and in its role of driving the transition to a socio-ecological society. \nIn this second webinar of our Just Transition series\, we will delve further into this topic with two experts from the social and environmental movements. \nContext:\nThe Just Transition project has as its aim to inspire and inform citizens about the implications of a just transition to a highly sustainable economy\, which involves more than technical measures. We need a new economic system that cares for people and the planet\, in which all costs and benefits are fairly distributed. How do we sustainably transform our labour market? How do we make sure the transition to renewables is inclusive and equitable? SUMMARY:With UBI\, We Would Be Less Afraid of the Coronavirus Crisis (Webinar)
DESCRIPTION:About the Event:\nWe would like to invite you to the first edition of a series of four webinars on the topic of universal basic income (UBI). This event series is organised for by the Green European Foundation\, with the support of Fundacja Strefa Zieleni\, and a grassroots initiative of Polish activists: “Community of Ideas”. It consists of two Polish and two international webinars. \nOne feature of our current unsustainable system is the massive\, and rapidly growing\, increase in inequalities – emphasizing feelings of insecurity and material instability for a growing share of the population\, and especially among young people. \nEven in the “old Europe” countries\, with some of the most caring welfare state systems in the world\, the growing trends of precarious work and increasing workforce poverty have grown too much to be thought of as marginal. The overwhelming feeling of social injustice often leads either to social unrest\, like with the yellow vest movement in France\, or to the development of populism and political authoritarianism\, which we can observe\, among other places\, in Poland. \nThe past few years have seen research and some practical experiments in search of systemic answers to enable people to meet their basic needs – in times of structural inequalities and instability\, due in part to this spread of precarious work and the destructive consequences of rapid climate change. The universal basic income (UBI) is one of the solutions on the table. \nIn this webinar\, we take a look at the existing work GEF has done on UBI\, where these ideas come from\, and what they are based on. We will also discuss why this is a “green” concept\, consistent with “green policy\,” have an overview of the UBI reflections and experiments in different countries\, and address its critics. Finally\, we touch on GEF’s continuing research plans on the topic and go over the present efforts to introduce a pan-European basic income and other social security measures at the EU level. \nContext:\nThe Green European Foundation has been working and conducting research on the topic of UBI for a few years as part of a transnational project involving many countries. This year\, the project is entitled “CHANGE OF MINDSET. Civil society dialogue around UBI\, social justice and climate impact”. The Polish Green Foundation “Strefa Zieleni” joined the project\, recognizing that it was time to start a public debate on this in Poland as well – not only on UBI itself\, but as part of a broader conversation: what social security system is best adapted to the needs and expectations of Polish society in times of great instability and turmoil? \nSpeakers:\nFrançois Denuit is an adviser to the Co-President of the Greens/EFA group in the EP Philippe Lamberts and scientific collaborator at the Université libre de Bruxelles. He wrote his PhD dissertation on the idea of a pan-European unconditional basic income. \nSusanne Rieger is a Co-President of the GEF Board of Directors and a board member of the Catalan Green foundation\, Fundació Nous Horitzons (FNH). Susanne has been working on topics such as political education\, capacity building\, as well as developing political and public discussions and communication structures on the European level for the past twenty years. \nWojciech Kłosowski is an expert\, researcher\, activist\, author\, lecturer and practitioner of social issues\, local governance and social policy of cities. SUMMARY:Growing out of Growth: A New Future after the Crisis (Webinar)
DESCRIPTION:About the Event:\nThe second webinar on digital technology in cities will explore how the current crisis is exposing the systemic shortcomings of our economies and impacting our urban structures. A discussion will be made on the position of technology and its role in shifting growth led urban strategies to more resilient\, socially inclusive\, and green cities. \nContext:\nAll over Europe\, so-called ‘smart cities’ are the testing grounds for new technologies that affect how we live\, how we organise our societies and what our ethical foundation is. These technologies often involve the use of big data and devices that can act with a degree of autonomy. The development of new technologies therefore cannot be left to engineers and managers; it requires public debate and democratic control. \nTo this end\, GEF developed\, with the support of its partners\, a Charter for the Smart City\, consisting of guiding principles that will make it easier for green European politicians and activists to assess and steer technological innovations in their cities. SUMMARY:The European Green Deal: Implications for human rights and social change. An opportunity to tackle energy poverty?
DESCRIPTION:About this event\nThis webinar is presented by the Green European Foundation and the Ariadne Network. \nDespite some (such as the Czech Prime Minister) attempting to use COVID-19 to ditch the European Green Deal\, it remains relevant\, and some even see the pandemic as a characteristic of the climate crisis. The EU remains committed to the deal\, and civil society is calling for it to be strengthened and used as a “greenprint” for the post-COVID-19 economy. \nThe European Green Deal is a significant step forward for the Commission as it resets its commitment to tackling climatic and environmental challenges and aims to make Europe the first climate-neutral continent by 2050. The deal seeks to achieve this by modernising the economy\, decoupling economic growth from resource use\, and improving people’s health and quality of life; leaving no one behind. To be effective\, the transition must be just and inclusive\, paying particular attention to regions and workers facing the greatest changes. \nThe deal operates through a regulatory and legislative framework\, which includes European Climate Law\, European Industrial Strategy\, and incentives to encourage private sector investment. \nThis webinar will explore the extent to which human rights and social justice feature in the Green Deal and its legislative framework. It will also analyse how the Green Deal could influence foundations’ programmes of work\, particularly in terms of how the transition to renewables could be an opportunity to tackle energy poverty. SUMMARY:Hacking the Narratives of Smart Cities
DESCRIPTION:About the Event:\nIn the first of the two webinars on digital technology in cities\, young activists interested in digital and urban topics will get the opportunity to discuss the different narratives connected with smart cities. They will observe what stands behind the utopistic\, critical and realistic storytelling on technology in cities. This will be done through the exploration of smart cities from the perspectives of pop culture\, journalism and business\, referring to actors such as New York Times\, IBM\, and the different series such as Black Mirror. \nContext:\nAll over Europe\, so-called ‘smart cities’ are the testing grounds for new technologies that affect how we live\, how we organise our societies and what our ethical foundation is. These technologies often involve the use of big data and devices that can act with a degree of autonomy. The development of new technologies therefore cannot be left to engineers and managers; it requires public debate and democratic control. \nTo this end\, GEF developed\, with the support of its partners\, a Charter for the Smart City\, consisting of guiding principles that will make it easier for green European politicians and activists to assess and steer technological innovations in their cities. Many of the issues that the Charter deals with\, such as algorithmic discrimination\, automated facial recognition and smart mobility\, will rise in prominence in the coming years. \nIn 2020\, this transnational project is devoted to the dissemination of the Charter and its contents\, available in multiple languages\, through a series of events across Europe. \nProgramme: \n18:00-18:10 Introduction: Evolution of the discourse on smart cities \n18:10-18:40 Reflections on smart cities by different stakeholders: pop-culture\, business\, media \n18:40-19:00 Discussion: Who defines the way we talk about smart cities? \nRegistration:\nThis webinar will be taking place on the open source meeting platform Jitsi. DESCRIPTION:About peer-to-peer exchange programme\nAt GEF\, we seek to encourage cross-border cooperation and exchanges and aim at bridging the gap between activism at the national level and the decisions that are being made at the European level by coordinating a lively network of Green foundations\, NGOs\, youth organisations and activists. \nIn our strategic meetings of June 2019 and January 2020\, our network has been involved in a participatory process of defining their greatest needs and role for GEF as a platform to discuss Europe’s shared challenges\, by bringing diverse actors together. \nIn this context\, a vision for GEF’s capacity building programme was developed\, and part of this mission is for GEF to become a hub for inspiration\, guidance and support for European\, national and regional green actors. \nThe proposed GEF Peer-to-Peer Exchange Programme is part of GEF’s capacity building programme and aims to provide a dedicated space for our network of Green foundations\, NGOs\, youth organisations and activists to engage in inspiring\, targeted interactions that will strengthen their work and ultimately their impact. \nThe GEF Peer-to-Peer Exchange Programme will: \n\nSupport the green network across Europe to mainstream discussions on European policies in national\, regional and local contexts and to co-create a common green vision for Europe.\nStrengthen GEF’s members’ and partners’ capacities to contribute to GEF’s pan-European work programme.\n\nApplicant’s eligibility\nThe GEF Peer-to-Peer Exchange Programme targets national green foundations and equivalent green organisations\, NGOs and activists that are members of the Green European Foundation or are partners in GEF decentralised projects to provide them the opportunity for mutual exchange and learning on topics or competences of their interest and in direct support to the work they undertake with the Green European Foundation. \nThe programme\nThe programme offers support from GEF for its members and partners to participate in a learning/capacity building exchange with another/other organisation(s). We envisage that all participating organisations will benefit from the mutual learning of such an exchange\, which can be on content-related topics\, as well as organisational issues\, such as how to motivate volunteers\, how to develop a media outreach campaign\, etc. \nDue to the current Covid-19 pandemic\, the programme is to be implemented online until further notice and submitted proposals should therefore be possible to implement through online formats\, such as webinars\, etc. The programme can later be transformed into a face-to-face scheme\, including study visits or job shadowing\, with corresponding travel reimbursement support by GEF. \nCriteria and eligibility\n\nAll GEF members as well as GEF partners who are currently partners in a GEF decentralised project can submit an application to participate in the programme.\nA learning exchange can take place between minimum 2 to 4 organisations. While more organisations can apply for one common exchange programme\, the focus is on ensuring that the needs of all organisations are fully taken into account.\nInterested organisations are asked to fill in a joint application\, elaborating on how the exchange will benefit the work the applicant organisations do with GEF in the context of decentralised projects\, as well as indicating how the exchange will strengthen the European dimension of GEF projects. The European dimension of the exchange can be ensured for instance by connecting the learning and sharing process to transnational projects. Another focus of the exchange could be a topic of relevance on the European level or a chosen European policy area.\nGEF partners can also apply in accordance to their needs without having found (a) suitable exchange partner(s) and ask GEF for support in finding peer organisations.\nApplicants agree to fulfil the reporting requirements for the Peer-to-Peer Exchange Programme by completing an evaluation and budgetary report within 30 days of completing the programme[1].\nPartners of selected applications agree to participate in a common kick off meeting online to formulate general objectives of the programme\, exchange on the different training sessions taking place as well as to address any possible open questions.\nOne partner can participate in maximum 2 exchanges per calendar year.\n\nFinancial conditions\n\nGEF will cover costs related to:\n\nhuman resources of maximum 2 working days of training sessions for all participating organisations;\ntravel\, accommodation and catering (nota bene! The exchanges are envisaged to take place online at least until 15 June 2020);\nmaterials necessary for implementing the exchange.\n\n\nReporting to GEF following a prior agreement on the budget and in line with the GEF Guidebook for Project Implementation.\nParticipating partners and members will submit a financial contribution to GEF of maximum 15% of the programme costs. Organisations with no revenue will have the possibility to provide smaller financial contributions to GEF\, which will be discussed and agreed on a case-by-case basis.\n\nHow to apply\n\nApplications can be submitted on an ongoing basis by filling in the application form online.\nApplications shall be submitted at least 1 month before the envisaged date for the exchange.\n\nSelection process\n\nPartners shall receive an answer to their application within 2 weeks of submitting it\, and the decision will be made with the involvement of GEF staff and dedicated Board members who are following GEF’s capacity-building programme development.\n\nFor any questions\, please get in touch with mariana.batista@gef.eu. \n

SUMMARY:Public values in smart grids (Webinar)
DESCRIPTION:About this webinar\nA fully renewable electricity system is largely powered by wind and solar. These are intermittent energy sources. How do we keep supply and demand in balance? Data and artificial intelligence will play a major role in this balancing act. Smart electricity grids help adjusting supply and demand\, using data on the forecasted weather\, the available power storage and conversion capacity\, and the willingness of companies and households to make their electricity consumption dependent on supply and price. \nA smart grid is not necessarily fair\, transparent\, and privacy-friendly. It doesn’t necessarily allow for human control over algorithms and democratic participation.  How can we integrate these public values into the design of smart grids\, from local microgrids to centralised macrogrids? \nThe Green European Foundation\, Wetenschappelijk Bureau GroenLinks\, and Oikos will try to find answers to this question in a webinar. It will gather (local) politicians\, practitioners\, activists and members of energy cooperatives from various European countries\, in a coronavirus-proof way. \nThe webinar will start with two presentations: \nFabian Reetz (100 prozent erneuerbar stiftung\, Berlin) will explain the basics of a smart electricity grid and its importance for speeding up the transition towards a 100% renewable energy system. \nChristine Milchram (Delft University of Technology) will speak about smart grids and energy justice. DESCRIPTION:About the Event:\nGEF together with the Green Thought Association is launching a year-long project on gender equality and green politics. Selected participants take part in monthly expert and activist workshops\, building knowledge and creating video content on selected topics for wider dissemination. \nThe next workshop will be held online on May 2nd\, featuring as speaker Dr. Ümit Şahin. The topics that will be covered are: \n\nWhat is green politics?\nWhat are the key debates of green politics in Turkey and in the world?\nGeneral information about the history of the ecology movement in Turkey\n\n\nContext:\nWorkshops are open to selected applicants only and are held in Turkish\, but will culminate in a larger conference in October that includes the participation of international speakers as well. \nSpeakers:\nThis seminar is led by Dr. Ümit Şahin. He is senior scholar and coordinator of Climate Change Studies at Sabancı University Istanbul Policy Center and has written and edited extensively on ecology issues.
