The Recovery and Resilience Facility is the largest component of Next Generation EU, the European Union’s landmark instrument for recovery from the coronavirus pandemic. Beyond recovery, it has the stated goal to make European economies and societies more sustainable, resilient, and better prepared for the challenges and opportunities of the green and digital transitions.

Originally agreed upon in July 2020, the Commission required EU Member States to prepare and submit National Recovery and Resilience Plans (NRRPs), laying out desired reforms and investments to access these exceptional funds. GEF, with the support of our Bulgarian partner BlueLink, is tracking this process throughout 2021.

The goal of the project is to contribute to the improvement of the public dialogue with various stakeholders and professional groups that will be directly affected by the implementation of the NRRP. Activities include research and analysis of alternatives and good practices from other EU Member States related to the green recovery from COVID-19. The analysis will likewise identify three of the most problematic thematic areas of the proposed NRRP. It will also prepare recommendations and position papers with specific proposals for their alignment with the applicable EU regulations.

The research and position papers will be discussed with relevant stakeholders which support the “greening” of NRRP, but will also feed into the public debate with journalistic articles, video interviews, and social media posts. RESEARCH FINDINGS AND OUTPUTS

 To foster discussions with key stakeholders as well as the general public, we identified three core areas  and analysed to what extent Bulgaria’s NRRP proposals addressed the challenges and opportunities in these domains. The analyses, divided into circular economy, energy and climate, and agriculture also include a comparison and good practices from the NRRPs of Portugal, Slovakia and Latvia, as well as some key lessons and recommendations for revision.
