Democracy and Security: Avoiding a Tale of Two Europes (EN & PL)
Security is a rising concern in Europe and around the world. The multiplication of violent and territorial conflicts around the world, with the fear of the world escalating into war after the Russian war of aggression on Ukraine, are real. This is an issue that must be considered by all political forces, including Greens and progressives. But security concerns cannot be a blanket cover for weakening democracy. More security can only come with more and better democracy, if peace and prosperity are to last. The notion of security involves the way we protect ourselves as a collective, and questions what is worth fighting for. Questioning security is questioning the model we Europeans want to build and project onto the international scene. Security is part of our democratic debate. Security without democracy is a fall into autocracy, illiberalism, and closed societies. This Plenary will debate and explore the tensions between democracy and security at play in today’s world and Europe. The panellists will shed different light on the questions that can be asked outside of the mainstream politics of security and discuss the answers with the Academy participants.

Gwendoline Delbos Corfield – MEP Greens/EFA
Born in Great Britain, Gwendoline Delbos-Corfield grew up in Ivry-sur-Seine (France) before moving to Grenoble for her studies, where she was elected municipal and then regional councillor. Member of the Committee of the European Green Party from 2012 to 2019, she has always linked local political commitment with European commitment. Member of the Greens/EFA group in the European Parliament, she is involved in constitutional issues, civil liberties, rule of law, digital rights and equality (women and LGBTI rights, antiracism and fight against discrimination).

Urodzona w Wielkiej Brytanii Gwendoline Delbos-Corfield dorastała w Ivry-sur-Seine (Francja), ukończyła studia w Grenoble, gdzie została wybrana na radną miejską, a następnie regionalną. Członkini Komitetu Europejskiej Partii Zielonych w latach 2012-2019, zawsze łączyła lokalne zaangażowanie polityczne z działalnoscią europejską. Członkini grupy Zielonych/EFA w Parlamencie Europejskim, zaangażowana w kwestie konstytucyjne, wolności obywatelskich, praworządności, praw cyfrowych i równości (prawa kobiet i osób LGBTI, przeciwdziałanie rasizmowi i walka z dyskryminacją).
Olha Nykorak- Coordinator of the Human Security Program (Heinrich Böll Stiftung Kyiv)
Olha Nykorak is a coordinator of the Human Security Program at the Kyiv branch of the Heinrich Boell Stiftung. She completed a PhD in Constitutional Law from the Ivan Franko National University in Lviv. Previously, Olha was a visiting researcher in Eastern European Studies at the University of Warsaw, studied international public law at the University of Tartu and prepared a research paper on constitutional responses to the Russian invasion at the University of Graz. She gained her analytical skills and experience in policy-making as a legal and political advisor to a member of the Ukrainian Parliament and by conducting analytical reports and massive online courses on human rights and the rule of law in think tanks. Olha is the head of the NGO “Student Informational Initiative”, a former project and program manager at the Ukrainian Catholic University and an alumna of the Policy Designers Network and GMF’s ReThink.CEE program’2022.

Olha Nykorak jest koordynatorką Human Security Program w kijowskim oddziale Fundacji Heinricha Boella. Ukończyła studia doktoranckie z prawa konstytucyjnego na Uniwersytecie Narodowym im. Iwana Franko we Lwowie. Wcześniej była badaczką wizytującą Studiów Wschodnioeuropejskich na Uniwersytecie Warszawskim, studiowała międzynarodowe prawo publiczne na Uniwersytecie w Tartu i przygotowała pracę badawczą na temat konstytucyjnych reakcji na rosyjską inwazję na Uniwersytecie w Grazu. Swoje umiejętności analityczne i doświadczenie w tworzeniu polityk zdobyła jako doradczyni prawna i polityczna członka Ukraińskiego Parlamentu oraz tworząc raporty analityczne i powadząc liczne kursy online na temat praw człowieka i praworządności w think tankach. Michael Keating – Executive Director, European Institute of Peace
Michael Keating is Executive Director at the European Institute of Peace, an independent body that works with a broad range of local and international actors to design and deliver action on conflict prevention, resolution and mediation. Until late 2018, he served as the Special Representative of the Secretary-General (SRSG) and Head of the United Nations Assistance Mission in Somalia. Prior to that, he was an Associate Director at Chatham House in London, where he initiated a range of initiatives on topics including Afghanistan, natural resources and conflict, access to energy for refugees and the displaced, and humanitarian engagement with non-state armed groups.

Luiza Bialasiewicz- Professor of European governance, University of Amsterdam
Dr. Luiza Bialasiewicz is a professor at the University of Amsterdam and leads the Amsterdam Centre for European Studies. For the past 10 years, she has also taught an annual course on European Geopolitics at the College of Europe in Natolin, Poland. As a political geographer, her work examines EU foreign policy and geopolitics, including the geopolitics of border and migration governance. Her current research looks at how geopolitical agendas ‘touch down’ in domestic politics, focusing on far-right movements and parties.

Prof. dr Luiza Bialasiewicz jest profesorką zarządzania europejskiego na Uniwersytecie w Amsterdamie, gdzie kieruje Amsterdamskim Centrum Studiów Europejskich. Przez ostatnie 10 lat prowadziła również coroczny kurs geopolityki europejskiej w College of Europe w Natolinie. Jako geografka polityczna, bada politykę zagraniczną i geopolitykę UE, w tym geopolitykę zarządzania granicami i migracją. Jej obecne badania dotyczą tego, w jaki sposób programy geopolityczne łączą się z polityką krajową, ze szczególnym uwzględnieniem ruchów i partii skrajnie prawicowych.
Christina Keßler – Executive Committee Member of the Federation of Young European Greens
Christina Keßler is a member of the Executive Committee of the Federation of Young European Greens (FYEG), an umbrella organisation that gathers young green movements and organisations from across Europe. She is a Research Fellow at the Centre for European Reform in London, where she focuses on foreign and security policy. Prior to that, Christina gained experience in the Office of the Secretary General of NATO as well as with the European Green Party. She holds an MA in European Political and Governance Studies from the College of Europe in Bruges, Belgium as well as an MSc in Global Governance and Diplomacy from the University of Oxford.

Christina Keßler jest członkinią Komitetu Wykonawczego Federacji Młodych Europejskich Zielonych (FYEG), organizacji zrzeszającej młodzieżowe zielone ruchy i organizacje z całej Europy. Jest pracowniczką naukową w Centre for European Reform w Londynie, gdzie koncentruje się na polityce zagranicznej i bezpieczeństwie. Wcześniej Christina zdobyła doświadczenie w Biurze Sekretarza Generalnego NATO, a także w Europejskiej Partii Zielonych. Ukończyła studia magisterskie w zakresie europejskich studiów politycznych i zarządzania w College of Europe w Brugii, a także studia magisterskie w zakresie globalnego zarządzania i dyplomacji na Uniwersytecie Oksfordzkim.
Moderator: Laurent Standaert- Political Director of the Green European Foundation
Laurent Standaert leads the Green European Foundation’s team as a Political Director. He was previously Political Director at the Ecolo Green party in Belgium and Editor-in-chief of the Green European Journal. Before joining the Green European movement, he worked on international affairs, development, and gender issues as well as on decentralisation for the United Nations and for governmental and non-governmental organisations in West Africa and in Europe. Laurent studied anthropology in London and business management in Brussels and Warsaw as well as philosophy in Louvain, Belgium. He is a proud father of one and belongs to rare crowd of people working in the EU bubble who wasactually born and raised in Brussels.
