The Green European Foundation is opening a call for tender for an HR consultant  to lead a comprehensive reshaping of our human resources framework.

About the Green European Foundation 

The Green European Foundation (GEF) is a European-level political foundation funded by the European Parliament. GEF is affiliated to but independent from the European Green Party and Green movement in Europe. Our mission is to encourage European citizens to participate in European political discussions and in particular when it comes to envisioning what a Green Europe would look like. As a forum for cooperation at the European level, we work closely with our national member foundations and thereby aim to strengthen the Green political movement and green ideas in Europe. 

 

Purpose of Tender 

Our organization is currently seeking an experienced and dynamic Human Resources Consultancy to lead a comprehensive reshaping of our human resources framework. The successful candidate will play a crucial role in shaping and enhancing the organizational workflows, employee engagement, and overall human resources practices. We are looking for an individual or a company that can bring innovative ideas, strategic thinking, and hands-on expertise to drive positive change. 

 

Scope 

The HR consultancy will be contracted as a service provider on the basis of 3 days per week performed in the GEF office, in Brussels, with the possibility to telework. 

The mission will take place from February to the end of October 2024. Based on the mission presented below, we estimate a maximum of 100 working days will be necessary to perform the tasks.  

 

Mission 

  • The consultancy will build on an organisational and HR report conducted in the 2nd semester of 2023 and its recommendations. 
  • Develop and implement a new GEF organigramme, focusing on optimizing the structure for improved efficiency and collaboration. 
  • Define and map workflows between staff members, including interns, to ensure seamless communication and task distribution. 
  • Produce and finalize individual job descriptions for all staff members and interns, utilizing an adaptive format. These will be based on the existing GEF team’s exercise of self-job-description. 
  • Design and implementation of a constructive feedback system within the organisation. 
  • Design and implementation of an annual appraisal system and of a regular functioning check in system. 
  • Production of an HR policy and HR guidelines document in consultation with the team, management and board. 
  • Production of HR scenarios and organigramme changes in relation to budget and strategy changes. 

 

  Selection Criteria  

  • Demonstrable experience in leading efficiently complex HR processes, with a focus on a team of young international professionals. 
  • A competitive price offer matching the mission scope and purpose, expressed in the form of a daily fee. 
  • Demonstrable experience and ease in working in a highly political and nonprofit environment.

  • Feedback and recommendations from previous clients or HR projects they had a role in (optional).
