Governance Strategies for Cooling Cities: Cases of Athens and Istanbul

About

This research focuses specifically on improving the understanding of the capabilities and needs that cities have for an effective adaptation to heatwaves, which are expected to become more frequent with the increasing average global temperature while adaptation to the changing climate has many different aspects.  To this end, after laying a short account of the relation between cities, climate change, and heatwaves, we will first try to assess the efforts of cooling Athens, conducted within the “100 Resilient Cities” initiative between 2014-2019. Then, drawing from the experience in Athens, we will explore the potential policies and measures relevant to the case in Istanbul and conduct a discussion on effective governance for the effective implementation of these policies.”

We will hold a meeting on Tuesday, 2nd of March, to share the topics covered in the article with our stakeholders and to discuss the responsibilities and policy proposals of municipalities and city actors to cooling cities.”

The project aims to increase the visibility of actors who work on urbanisation policies and to enhance cooperation among different actors by highlighting inspiring examples from different cities shown by project partners. Making the City Green with Civil Society: Roundtable Meeting Report of IMM-Civil Society Relations within the Framework of Green City Practices

 

This report is prepared on the basis of the outputs of the Green Cities Workshops organized under the Cities as Places of Hope Project. The Cities as Places of Hope Project has been carried out by the Green European Foundation with the support of green organizations from all over Europe; Spain (Transición Verde), Catalonia (Nous Horitzons), Croatia (The Institute for Political Ecology-IPE), Belgium (Oikos), Northern Macedonia (Sunrise) and Turkey (Green Thought Association). This project was launched in 2019 focusing on progressive city networks, a key factor in developing a positive narrative about Europe’s future. In Search of a Green City Online Series: Bratislava

About the Event:

The series will share personal stories and experiences from activists, practitioners and citizens in different cities, primarily from Eastern Europe/ the Balkans. Together with them we will explore how cities and citizens have responded to the coronavirus crisis, and if their actions were directed towards well-being, social justice and ecological sustainability. Talking about a Green City

Part of the ‘Cities as Places of Hope’ series; a project launched in 2019 focussing on progressive city networks that are a key factor in the development of a positive narrative on the future of Europe. GEF and its partners are working to further explore and exchange on progressive cities and networks – documenting their successes and fostering connections. The project brings together partners from Spain, Croatia, Belgium, North Macedonia and Turkey. This is a second event organised on the topic ‘Talking about a green city’ where GEF project partners, municipality councillors, green activists and city network representatives will have a chance to further discuss the city level responses and initiatives amid COVID-19 and develop case studies to be implemented in the local context.

About the Event:

The ‘Talking about a green city’ event will bring together green local councillors from different municipalities and green activists from across North Macedonia from diverse green backgrounds. Together we will look at the steps already taken and the roadmap ahead to turning our cities into places of hope. The findings of the GEF Cities as places of hope project as well as local green examples will be discussed during the event.

With this event we are continuing our research and mapping of progressive and transformative practices on the Western Balkans and exploring the EU practices and possibilities for cities to organise themselves in trans-local networks and connect them to the Green movement and facilitate their exchanges.

Context:

The GEF-19-01 Cities as Places of Hope project is carried out simultaneously in Belgium, Croatia, Spain, North Macedonia and Turkey.

About the Event:

Our roundtable aims to increase the dialogue between the actors in the city with each other and to develop a supportive, effective follow-up and participatory mechanism (network) for sustainable and green city planning.

The pandemic has had a massive impact on life in cities; during the lockdowns all around the world, we have once again been shown importance of liveable cities.

In this process, green areas that are accessible, comfortable and planned for everyone; cities accessible by bicycle and on foot; comfortable, climate-friendly and clean public transportation vehicles, city management demonstrating the existence of social support and solidarity opportunities became prominent needs for green cities.

In many cities, even if some of these opportunities are provided, they cannot be placed in a governance plan within a sustainable and standard framework. Therefore, in this event, we will evaluate the indicator standards for green cities and the capacities of city administrations with experts.

Transformative Cities, Cities with a Future

About the Event:

Speakers:

  • Dirk Holemans is co-chairman of the Green European Foundation (GEF), coordinator of the green think tank Oikos and editor-in-chief of the magazine with the same name. Previously, Dirk worked as a researcher and lecturer at various universities, was a member of the Flemish Parliament and for 20 years a councillor in the Belgian city of Ghent. His main interests are green economy, green cities and political ecology. He recently published “Freedom and Society”. Towards a socio-ecological society”.
  • Manuel Nunes is an archaeologist, teacher, freelance journalist, author and a member of several NGOs and, since 2013, deputy mayor and responsible for the Environment and Nature in the Municipality of Lousada. In the field of archaeology, he is a scientific consultant, coordinator of several research projects and has published dozens of scientific articles. As a journalist and author, he devoted more than 20 years to active environmentalism. He has published, in Portugal and Spain, a dozen books devoted to the dissemination and conservation of natural heritage. He is the founder and co-editor of the scientific journal LUCANUS, Environment and Society
  • María Sánchez has a degree in law and since 2011 she has been a councillor in the Valladolid City Council, currently working in the area of the Environment and Sustainable Development. She is the spokesperson for the Valladolid Municipal Group Toma la Palabra. She is the Chairman of the Board of Directors of AquaVall, a public water business entity following the municipalisation of the water cycle in 2017 and, from 2015 to 2019, she was Chairman of the Board of Directors of MERCAOLID (Valladolid Food Unit).

Moderator: Lidia Ucher is a journalist. Her professional activity is fundamentally linked to social communication from the field of international cooperation and the Third Sector of Social Action. She is an expert in communication 2.0 and influencing the Third Social Sector. Blogger, activist in social movements and 2.0 networks, author of the blog Comunicación para el Desarrollo and creator, promoter and dynamizer of the Comunicambio network.

Public values in smart grids (Webinar)

About this webinar

A fully renewable electricity system is largely powered by wind and solar. These are intermittent energy sources. How do we keep supply and demand in balance? Data and artificial intelligence will play a major role in this balancing act. Smart electricity grids help adjusting supply and demand, using data on the forecasted weather, the available power storage and conversion capacity, and the willingness of companies and households to make their electricity consumption dependent on supply and price.

A smart grid is not necessarily fair, transparent, and privacy-friendly. It doesn’t necessarily allow for human control over algorithms and democratic participation.  How can we integrate these public values into the design of smart grids, from local microgrids to centralised macrogrids?

The Green European Foundation, Wetenschappelijk Bureau GroenLinks, and Oikos will try to find answers to this question in a webinar. It will gather (local) politicians, practitioners, activists and members of energy cooperatives from various European countries, in a coronavirus-proof way.

The webinar will start with two presentations:

Fabian Reetz (100 prozent erneuerbar stiftung, Berlin) will explain the basics of a smart electricity grid and its importance for speeding up the transition towards a 100% renewable energy system.

Christine Milchram (Delft University of Technology) will speak about smart grids and energy justice. How can fairness, data privacy and other public values be integrated into smart grids?

The first comments to the presentations will be delivered by Yvonne van Sark, president of homeowner’s association Schoon Schip, which runs a smart microgrid in Amsterdam.

The webinar will be facilitated by Dirk Holemans (Oikos).

This is a joint event of the GEF projects A Charter for the Smart City and Cities as Places of Hope.

This event is part of the transnational project Cities as Places of Hope in the European Union which explores progressive city networks and their potential to foster real change – may it be on food, energy or migration policies. Cities are organising themselves increasingly in trans-local networks and are pushing the boundaries of traditional governance structures.

About the event

This conference, organised with the support of Guillaume Gontard, French Senator, and Fondation de l’Écologie Politique will delve into the subject of post-urbanism and its implications on municipal politics.

Our landscapes are undergoing major changes, first and foremost the concentration of human settlement in major metropolitan areas. Promoted by governments for decades, these concentrations and densities appear less and less ecologically habitable, sociologically fair, economically viable and democratically constituted. In response to this socio-ecological excess, a different territorial perspective opens up, initiated by alternatives that offer other places
to live and forms of life, more respectful relationships to environment and other living beings, forms of cooperative economies and more functional direct forms of political action.

Such ideas and practices can highlight new paths towards a ecological, post-urban society.

About the Event

If we look at the European Union today, many things do not appear so bright: rising far right nationalism, Brexit, member States resisting alignment on policies concerning climate change or migration.

However, there is another, more optimistic perspective of Europe: one that sees how hopeful movements are unfolding and where progressive cities, together with their citizens, are succeeding in developing future-orientated answers.

Cities are the social laboratories where new answers are designed, tested and implemented. Think of local food policies, cities full of bikes and public transport, renewable energy systems. Those iniatives are embedded in cross-border networks, sharing knowledge and experience, aiming for a sustainable society that respects social and ecological boundaries.

We will welcome speakers at the forefront of these inspiring movements in cities, to discuss and exchange on their experiences and best practices!

The Leading Role of Cities in Fighting Against Climate Change (Madrid)

The role of cities is gaining prominence in the fight against climate change. The extreme severity of the environmental crisis would require urgent and courageous decision taking and action by government institutions at national, European and global levels, in the short, medium and long term, but on the contrary, the interference of economic powers is making this decision-making extremely slow and with little ambitious goals.

The municipalities, as institutions closer to citizenship, and citizen movements are getting many cities to take measures that are making them the forefront of the fight against climate change in the face of the paralysis of other institutions.

About the Event

This round table discussion will take place as part of the GEF transnational project Cities as Places of Hope in the European Union.

It will allow the speakers and guests to listen to and exchange on the different experiences of European cities and analyse the role that citizens can play in fighting a global crisis that threatens us all.

Global Trends, Local Challenges: The Green Answers (El Prat de Llobregat)

Event background

Despite increasing divisions and the rise of right-wing forces on the European and national scenes, many European cities are pursuing a progressive, positive and transnationally networked vision.

Cities are organising themselves increasingly in trans-local networks, such as Energy Cities, Fearless Cities, and Food Cities. As such, this type of governance is becoming all the more relevant at a transnational level in Europe. To this end, this upcoming GEF conference will look at global issues, how they translate into local challenges but also what the local Green answers to these challenges are.

About the event

In the framework of the transnational project Cities as Places of Hope, this event will examine global trends in their local contexts and how the emerging challenges are approached on a municipal level across Europe and what can be learned from each other. To this end, the conference will bring together local green councillors from Catalonia with their counterparts from Germany, France, the Netherlands and other countries to exchange ideas and best practices.

The Right to Housing (Zagreb)

Under the title “City (Un)Defeated. Streams of struggle” the 29th edition of the International Network for Urban Research and Action annual conference will take place in Zagreb, Croatia, from 30th June to 3rd July. INURA 19 will bring together members of its network – consisting of activists and researchers from community and environmental groups, universities, and local administrations, who wish to share experiences and to participate in common research.

Focusing on the topic of transformative cities as one of its thematic priorities, the Green European Foundation aims to support the emergence of trans-local networks and urban spaces as breeding ground for progressive policies, and will be present at the conference to this end.

About the event

Besides being present throughout the conference with an info stand, GEF will host, together with the support of the Institute for Political Ecology, a public panel in the evening of Monday, 1st July, to address one of the most pressing issues among urban activists all over Europe: the right to housing.

In the framework of the transnational project on Cities as Places of Hope in the European Union, challenges around urban housing as well as possible alternative pathways for the future will be addressed with experts and activists from all over Europe.
