About the
Green European Foundation

The Green European Foundation (GEF) is a European political foundation, affiliated to the European Green Party, whose mission – as an organisation and as a network – is to:

  • contribute to stronger, more participative, and pluralist democracy in Europe;
  • act as a dynamic hub for ideas, debates, training and exchange that provides political education for European citizens and like-minded green actors;
  • bridge the gap between grassroots movements, civil society, academics, the private sector and political actors, from the European to the local level and vice versa.

The Green European Foundation aims to develop and promote a Green vision of a more just, sustainable, social and democratic Europe.

The Green European Foundation also operates beyond the European Union and is committed to its non-EU partners.

The Green European Foundations is a feminist, open and free space for ideas that support a better Europe in a better world.

Green European Journal

The Green European Journal is Europe’s leading political ecology magazine standing for an open, sustainable, just, and feminist Europe. Established in 2012 and editorially independent, it publishes articles in print and online that track political currents, ideas, and debates.

Policy & Research

The Policy and Research Hub delivers inputs and ideas to key European issues, while fostering networks for knowledge production, exchange and dissemination through its Knowledge Communities method. It focuses on the intersection of green, social and economic policy, bridging often siloed areas.

Network Development

Steered from Brussels but taking place across Europe, these activities bridge the gap between national-level activism and EU decision-making, and reflect the foundation’s philosophy that the European project should be the result of transnational and open contributions from many groups in society.

Training

GEF’s training work takes diverse forms to support political education across Europe. The Greenhouse is its dedicated hub for cultivating collective action and exploring pathways to systemic change. The European Green Academy, GEF’s flagship event, creates space for learning and reflection across the Green movement.

CALL FOR TENDERS: Green Policies and Politics in Europe Consultant

The Green European Foundation is glad to invite economic operators to submit a tender for the procurement of research and policy advice services around the topic of green politics and policies in Europe.  

About the Green European Foundation 

The Green European Foundation (GEF) is a European-level political foundation funded by the European Parliament. GEF is affiliated to, but independent from, the European Green Party and Green movement in Europe.  

Our mission is to encourage European citizens to participate in European political discussions and in particular when it comes to envisioning what a Green Europe would look like. As a forum for cooperation at the European level, we work with our national member foundations and thereby aim to stimulate and strengthen the European public debate and the curation of lessons and ideas for a greener Europe. 

Purpose of Tender 

The purpose of this tender is to invite proposals from qualified providers of research and policy advisory services to support the Green European Foundation in advancing knowledge and policy development in the field of green politics and policies in Europe. The selected provider will be expected to deliver high-quality research outputs, policy analysis, and strategic advice contributing to the Foundation’s mission of fostering sustainable, inclusive, and forward-looking ideas and policy proposals at the European level. 

The provider will be responsible for conducting in-depth research, identifying emerging trends and challenges, and formulating evidence-based recommendations. In addition, the provider will support the Green European Foundation in strengthening its role as a hub for green research and policy expertise by contributing to publications, events, and stakeholder engagement activities, while ensuring consistency with the Foundation’s values and strategic priorities. 

The Green European Foundation intends to select one provider for an initial period of one year, with the possibility of renewal for up to a total duration of five years, subject to the quality of deliverables and overall performance.

CALL FOR TENDERS: Pool of Educators and Trainers

Scope of Tender and Technical Specifications

We are looking for trainers and educators to support the Green European Foundation in quality delivery of its education programme and activities, including but not limited to, support in conceptualisation, planning and delivery of training, education and facilitation. These tasks will focus on but are not limited to GEF’s flagship political education initiatives: The Greenhouse: Training for Activists and the European Green Academy. More information about GEF’s political education work can be found on our website and in the table below.

Participation in this call is therefore open to any service providers in Europe, both individuals and companies, who can show proof of their qualification, experience, and capacity to perform education and training services within European policy and political settings.

Service providers are invited to indicate for which category(ies) they are applying. Multiple providers will be selected to form a pool.

CALL FOR TENDERS: Green and Progressive Housing Strategies in Europe

The Green European Foundation invites economic operators to submit a tender for the procurement of political action research and dissemination in the framework of GEF’s work on Green and progressive housing strategies in Europe.

About our Work on Housing, Participation and the Energy Transition
Housing is at the core of multiple Europe-wide challenges: social inequality and living with dignity, accelerating climate goals and building decarbonisation, and democratic governance of public and common resources. GEF’s recent work on boosting participation in the energy transition foregrounds systemic resilience of housing in Europe, people-centred approaches to renovation and renewable heating/cooling, emphasising that climate action in the building sector goes hand in hand with social fairness and democratic values.

The aim of this tender is to translate these cross-cutting priorities into a political and practical action research project that combines policy analysis, city-level case studies and wide dissemination targeted at policymakers, city authorities, civil society and the Green movement. This work fits within the wider focus of GEF on the nexus of ecological and social issues and a European wellbeing economy.

Purpose and Mission of Tender
The European housing crisis – characterised by rising housing costs, shortages of affordable and secure housing, and an urgent need to decarbonise the building stock – requires a joined-up response that places sustainability, resilience, inclusivity and democratic governance at its heart.

Housing policies and strategies require governance models that are democratic, inclusive, and both environmentally and socially grounded, with respect to planetary boundaries. This project responds to that call by seeking to identify pathways for housing systems in Europe that are climate-resilient, democratic and socially just, not just in the sense of how housing is delivered, but with a greater focus on what housing is delivered and for whom. It seeks to do this in the context of the policy and political debate over housing policy and politics at the European and national level.
