This article was produced as part of the Cities as Places of Hope Project to present research findings on good practices in cities. The project aims to increase the visibility of actors who work on urbanisation policies and to enhance cooperation among different actors by highlighting inspiring examples from different cities shown by project partners. The Cities as Places of Hope Project is carried out by the Green European Foundation with the support of green organizations in the following countries: Spain (Transición Verde), Catalonia (Nous Horitzons), Croatia (The Institute for Political Ecology-IPE), Belgium (Oikos), North Macedonia (Sunrise), and Turkey (Green Thought Association). The Cities as Places of Hope Project started in 2019 with a focus on progressive city networks that appear as key factors in the creation of a positive narrative about the future of Europe. Project activities that were carried out in 2020 aimed to bring together progressive and transformative trans-local city networks, to connect them and to facilitate exchange between them, ultimately contributing to the development of a positive narrative about the future of Europe.

Making the City Green with Civil Society: Roundtable Meeting Report of IMM-Civil Society Relations within the Framework of Green City Practices

 

This report is prepared on the basis of the outputs of the Green Cities Workshops organized under the Cities as Places of Hope Project. The Cities as Places of Hope Project has been carried out by the Green European Foundation with the support of green organizations from all over Europe; Spain (Transición Verde), Catalonia (Nous Horitzons), Croatia (The Institute for Political Ecology-IPE), Belgium (Oikos), Northern Macedonia (Sunrise) and Turkey (Green Thought Association). This project was launched in 2019 focusing on progressive city networks, a key factor in developing a positive narrative about Europe’s future. Within the scope of the project, it is aimed to bring together the progressive and transformative local and international city networks, to provide cooperation, to facilitate the exchange of information, and to contribute to the creation of a positive narrative about the future of Europe with the activities carried out in 2020.

What makes a city “green”? Planning, Mobility, Architecture, Climate and Energy, Waste,

Green Spaces, Biodiversity, Food System … Initiatives and commitments are multiplying, such as the Pact of Mayors for Energy and Climate, the Milan Pact, Circular Cities, Cities Without Pesticides, Green Cities Agreement, Declaration of Glasgow, among many others that can be voluntarily assumed by cities and municipalities to be more sustainable or ecological …

Do these commitments reach the public? How do they articulate with Spatial Planning? Are they transparent to the citizen? How do you know that such commitments have an effect?

In this webinar, the Green European Foundation and its partner Quercus will review some of these initiatives and discuss the ways that can safely take us towards greener cities. We will also go into two relatively recent approaches, that of local food policies and action plans for the biodiversity.

In Search of a Green City Online Series: Bratislava

About the Event:

The series will share personal stories and experiences from activists, practitioners and citizens in different cities, primarily from Eastern Europe/ the Balkans. Together with them we will explore how cities and citizens have responded to the coronavirus crisis, and if their actions were directed towards well-being, social justice and ecological sustainability. Talking about a Green City

Part of the ‘Cities as Places of Hope’ series; a project launched in 2019 focussing on progressive city networks that are a key factor in the development of a positive narrative on the future of Europe. GEF and its partners are working to further explore and exchange on progressive cities and networks – documenting their successes and fostering connections. The project brings together partners from Spain, Croatia, Belgium, North Macedonia and Turkey. This is a second event organised on the topic ‘Talking about a green city’ where GEF project partners, municipality councillors, green activists and city network representatives will have a chance to further discuss the city level responses and initiatives amid COVID-19 and develop case studies to be implemented in the local context.

About the Event:

The ‘Talking about a green city’ event will bring together green local councillors from different municipalities and green activists from across North Macedonia from diverse green backgrounds. Together we will look at the steps already taken and the roadmap ahead to turning our cities into places of hope. The findings of the GEF Cities as places of hope project as well as local green examples will be discussed during the event.

With this event we are continuing our research and mapping of progressive and transformative practices on the Western Balkans and exploring the EU practices and possibilities for cities to organise themselves in trans-local networks and connect them to the Green movement and facilitate their exchanges.

Smart Cities and Citizen Science

About the Event:

This international webinar will offer local government representatives, politicians, municipal officials, as well as academic experts and practitioners from Czech and Slovak cities the opportunity to share their experiences and be inspired by the practices of other cities.

We will discuss how to strengthen the environmental qualities of cities through citizens’ participation. For example, through presenting various examples of using citizens as motivated amateur scientists, equipping them with modern technologies for direct data collection.

Context:

This project is a part of the GEF transnational project “A Charter for the Smart City II”.

All over Europe, so-called ‘smart cities’ are the testing grounds for new technologies that affect how we live, how we organise our societies and what our ethical foundation is. Given the opportunities that new technologies offer for reducing the ecological footprint of cities and creating new urban commons, but also the potential threats they pose to civil liberties and social justice, GEF aims to stimulate the debate on smart cities.

To this end, GEF has developed, with the support of its partners, a Charter for the Smart City, consisting of guiding principles that will make it easier for green European politicians and activists to assess and steer technological innovations in their cities. Throughout 2019, ideas were solicited digitally and through events across Europe, including best practices from NGOs, experts, and local green politicians, as well as from GEF partner foundations and other Green European actors. These resulted in the published Charter for the Smart City.

Speakers:

  • Richard Wouters (Wetenschappelijk Bureau GroenLinks, Utrecht) – author of “A Charter for the Smart City” will show how modern technologies often present us with new dilemmas and how to approach them in order to strengthen the fundamental values of a democratic society.
  • Alena Bartoňová (Norwegian Institute for Air Research, Oslo) – Director of Air Quality Research in Oslo, Norway, will highlight concrete examples from European cities of how easier access to monitoring technologies increases people’s interest in the cleanliness of the air they breathe and enables research institutions and municipalities to involve the general public in tackling air pollution.
  • Thomas van Oppens (City Councilor, Leuven) – the city councilor of the Belgian city of Leuven will present inspiring examples of the use of “citizen science” for independent traffic monitoring. You will learn how the city uses this data.
  • Dana Mareková (lawyer, civic activist, Bratislava) – combines law and environmental campaigns and shares her experience from Slovakia regarding the Bratislava air quality measurements carried out before the international Clean Air Forum 2019. She will explain what the situation looked like, what they were trying to achieve, how city and state representatives reacted, and lessons for the future from such campaigns.
  • Michal Šindelář (Partnership Foundation, Brno) – an expert on bicycle transport will reveal how the data collected by city cyclists can be used by local governments to create better conditions for cycling.

When building “digital cities,” how do we ensure inclusivity of new spaces and opportunities?

This workshop focuses on the different aspects (social, environmental, economic, democratic) of this topic with a specific lens on Central and Eastern Europe. We hope to empower participants to influence public debate and local decision-making on technological innovations and their implementation in the cities of the region.

Learnings from this process will be used to create a manifesto on principles of new technologies’ implementation in Eastern European cities.

Citizen Scoring

About the Event:

Councils all over Europe are now using services to apply algorithms to public data in order to segment and “score” citizens and population groups according to their social group or “risk profile”. We will talk about citizen data scoring and what should be taken in consideration when building up a truly smart city.

Michiel Filippart – Regional councilor for GroenLinks in the Netherlands and an adviser to the GroenLinks group in the Dutch senate. A contributor to the Charter for the Smart City; he will talk about Citizen Scoring and the role of Artificial Intelligence (AI) in it.

Julian Hauser – PhD student in philosophy of mind and cognitive science at the University of Edinburgh. He researches the self and how it is changed by modern digital technologies, focusing in particular on the constitution of its boundaries. He will talk about Artificial Intelligence (AI) and its ethical aspects.

About the Event:

The ‘In search of a green city’ event will bring together green local councillors from different municipalities and green activists from across North Macedonia from diverse green backgrounds. Together we will look at the steps already taken and the roadmap ahead to turning our cities into places of hope. The findings of the GEF Cities as places of hope project as well as local green examples will be discussed during the event.

With this event we are continuing our research and mapping of progressive and transformative practices on the Western Balkans and exploring the EU practices and possibilities for cities to organise themselves in trans-local networks and connect them to the Green movement and facilitate their exchanges.

A second public event will be organised in November ‘Talking about a green city’ where GEF project partners, municipality councillors, green activists and city network representatives will have a chance to further discuss the city level responses and initiatives amid COVID-19 and develop case studies to be implemented in the local context.

Transformative Cities, Cities with a Future

About the Event:

The pandemic has had a massive impact on life in cities; during the lockdowns all around the world, we have once again been shown importance of liveable cities.

In this process, green areas that are accessible, comfortable and planned for everyone; cities accessible by bicycle and on foot; comfortable, climate-friendly and clean public transportation vehicles, a city management demonstrating the existence of social support and solidarity opportunities became prominent needs for green cities.

With presentations from our panel on the transformative policies that are part of our study, we will link these discuss how transforming cities squares with the Covid crisis and the climate emergency.

Speakers:

  • Dirk Holemans is co-chairman of the Green European Foundation (GEF), coordinator of the green think tank Oikos and editor-in-chief of the magazine with the same name. Previously, Dirk worked as a researcher and lecturer at various universities, was a member of the Flemish Parliament and for 20 years a councillor in the Belgian city of Ghent. His main interests are green economy, green cities and political ecology. He recently published “Freedom and Society”. Towards a socio-ecological society”.
  • Manuel Nunes is an archaeologist, teacher, freelance journalist, author and a member of several NGOs and, since 2013, deputy mayor and responsible for the Environment and Nature in the Municipality of Lousada. In the field of archaeology, he is a scientific consultant, coordinator of several research projects and has published dozens of scientific articles. As a journalist and author, he devoted more than 20 years to active environmentalism. He has published, in Portugal and Spain, a dozen books devoted to the dissemination and conservation of natural heritage. He is the founder and co-editor of the scientific journal LUCANUS, Environment and Society
  • María Sánchez has a degree in law and since 2011 she has been a councillor in the Valladolid City Council, currently working in the area of the Environment and Sustainable Development. She is the spokesperson for the Valladolid Municipal Group Toma la Palabra. She is the Chairman of the Board of Directors of AquaVall, a public water business entity following the municipalisation of the water cycle in 2017 and, from 2015 to 2019, she was Chairman of the Board of Directors of MERCAOLID (Valladolid Food Unit).

Moderator: Lidia Ucher is a journalist. Her professional activity is fundamentally linked to social communication from the field of international cooperation and the Third Sector of Social Action. She is an expert in communication 2.0 and influencing the Third Social Sector. Blogger, activist in social movements and 2.0 networks, author of the blog Comunicación para el Desarrollo and creator, promoter and dynamizer of the Comunicambio network.

Cities as Places of Hope Roundtable I

The pandemic has had a massive impact on life in cities; during the lockdowns all around the world, we have once again been shown importance of liveable cities.

In this process, green areas that are accessible, comfortable and planned for everyone; cities accessible by bicycle and on foot; comfortable, climate-friendly and clean public transportation vehicles, a city management demonstrating the existence of social support and solidarity opportunities became prominent needs for green cities.

In many cities, even if some of these opportunities are provided, they cannot be placed in a governance plan within a sustainable and standard framework. Therefore, in this event as part of a series of two, participants will evaluate the indicator standards for green cities and the capacities of city administrations with experts. In the second event the focus will be on concrete policy recommendations.

A European Charter for Smart Cities: Applications at Local, Regional, Federal Level? (Liège)

In 2019, the Green European Foundation, with the support of its partner foundations Wetenschappelijk Bureau Groenlinks (Netherlands), Green Economics Institute (United Kingdom) and Institute for Active Citizenship (Czech Republic) created a Smart City Charter to assess and pilot technological innovations in cities. This event, with the support of Etopia, will promote, discuss, and build on the Charter further with regional experts and perspectives.

The Green European Foundation and the Green Economics Institute are delighted to invite you to a webinar on smart cities in corona times. All over Europe, municipalities want to become ‘smart cities’, front-runners in the use of sensors, big data, algorithms and apps. Smart technologies offer opportunities for improving the quality of life in cities, for reducing their ecological footprint and for creating new urban commons. But they may also present threats to civil liberties and to social justice. The smart city should not be an end in itself. A smart city is only really smart if data collection and artificial intelligence are steered by values. How do we ensure that public values such as democracy, human dignity, privacy, equality and sustainability are put at the heart of smart cities?

This webinar will gather experts, practitioners, activists and (local) politicians. The online discussions will cover two mornings. Participants can choose to take part in one session or in both sessions. The webinar takes the Green European Foundation’s Charter for the Smart City as a starting point. The results of the webinar will feed into the online version of the Charter.

This online workshop will offer an opportunity for politicians, experts, practitioners and activists from cities in the Czech Republic and neighbouring countries to share their experiences. They will explain about specific technological innovations in their municipalities, discuss conflicting values and identify best practices. The conclusions may feed into the online version of the Charter for the Smart City.

About the event

 

The ongoing Covid-19 pandemic is having a grip on societies worldwide and will impact our lives long after the crisis is overcome. It is clear that we cannot continue with “business as usual,” but that we need to discuss positive ideas and concepts for a better, greener future and resilient societies now.

GEF is therefore hosting the Green Post-Corona Talks, a series of participatory online discussions with high-level experts, thinkers, and policy-makers, and the opportunity for participants to pose their most pressing questions to them live.

The talks will highlight what is currently at stake in the Corona crisis but also look beyond the period of the pandemic, and what possible solutions are already out there and can lend themselves to design the post-corona world.

The series will cover different themes from economy, over migration to gender, and bring in inspiring perspectives from all across Europe.

The project is implemented in cooperation with Oikos.
